1. Registries

The Information Center maintains a registry of:

  • The plate numbers of the motor vehicles that are usually run on the territory of the Republic of Bulgaria;
  • The insurers offering a Motor Third Party Liability Insurance /MTPL/ in the Republic of Bulgaria via establishment or under the service provision freedom conditions;
  • Data from the motorists’ Motor Third Party Liability Insurance /MTPL/ agreements, from the Green Card certificates and from the border insurance agreements;
  • A list of the representatives for settling any claims by the insurers offering a Motor Third Party Liability Insurance /MTPL/ as appointed for the Republic of Bulgaria by any insurers having their head offices in a member state and appointed for the member states by insurers having their head offices in the Republic of Bulgaria;
  • Data concerning the carriers being entitled to public transport of passengers;
  • The insurers offering an Accident compulsory insurance for the public transport passengers in the Republic of Bulgaria via establishment or under the service provision freedom conditions;
  • Data from the passengers’ agreements for the Accident compulsory insurance;
  • Information regarding the motor vehicles in every member state that are released from the obligation of executing a Motor Third Party Liability Insurance /MTPL/ as well as of the authorities charged with the payment of compensations to the persons injured by such motor vehicles.

2. Provision of information
2.1. Disclosure of information in front of the person injured


The Information Center shall provide to any person injured information regarding his/her right to be paid compensation:

  • Under the Motor Third Party Liability Insurance /MTPL/;
  • Under the Accident compulsory insurance for the public transport passengers.

The person injured shall file an application to the Guarantee Fund, stating:

  • The exact date and place of occurrence of the given insurance event;
  • The plate number of the motor vehicle as well as
  • Any other references for identification, if available.

The information center provides the information available not later than three days after receipt of the injured person’s written inquiry.


2.2. Provision of information by any insurer


Every insurer offering a Motor Third Party Liability Insurance /MTPL/ and/or an Accident compulsory insurance to the passengers in the Republic of Bulgaria via establishment or under the conditions of service provision freedom shall provide to the Information Center:

  • Information regarding the insurance agreements executed and terminated as of the end of previous week;
  • A list of its places of operation across the member states as well as of its representatives for the settlement of any claims under the Motor Third Party Liability Insurance /MTPL/ for the motorists in all member states.

2.3. Exchange of information and interface with the competent governmental authorities


The Information Center exchanges information with the competent governmental authorities involved in the motor vehicle registration in the Republic of Bulgaria and which carry out the governmental surveillance over the passenger public transport carriers.


2.3.1. The Information Center shall:

  • Provide, on a weekly basis and not later than every Friday, information updated as of the end of the previous calendar week regarding all motor vehicles having concluded and effective insurance agreements under a Motor Third Party Liability Insurance /MTPL/ and regarding all passenger public transport carriers having concluded and effective insurance agreements under the Accident compulsory insurance for the passengers;
  • Set up, since 15 July 2007, the necessary organization for the notification of the owners of any motor vehicles not having a concluded agreement for a Motor Third Party Liability Insurance /MTPL/ for the motorists or having the concluded insurance agreement terminated or not renewed, by giving them a 14-day term after receipt of such notice to provide evidences for such concluded and effective insurance agreement;
  • Provide to the competent authorities of the Ministry of Internal Affairs, on a weekly basis, a list of the motor vehicles for which no evidences have been submitted as provided by the second sentence;
  • Notify the authorities involved in the governmental surveillance over the passenger public transport carriers regarding the carriers not having entered into an agreement for passengers’ Accident compulsory insurance;
  • Exchange information with the competent governmental authorities involved in the registration of the traffic accident having occurred on the territory of the Republic of Bulgaria.

2.3.2. The competent authorities shall:

  • Submit to the Information Center on a weekly basis, not later than the first business day of next week, an updated list of the motor vehicles registered in the Republic of Bulgaria and of the passenger public transport carriers registered;
  • Immediately undertake the necessary steps for removing from running any motor vehicles or public transport vehicles and for imposing the relevant administrative punishments where no compulsory insurance shall have been concluded.

The forms and the way of exchanging information and interface between the Information Center regarding the Motor Third Party Liability Insurance /MTPL/ and passengers’ Accident compulsory insurances, the Ministry of Internal Affairs and the Ministry of Transport are set forth in Regulation No. Iв-991 dated 3.07.2006 rendered by the Minister of Internal Affairs, the Minister of Transport and the Chairperson of the Financial Surveillance Committee and published in State Gazette No. 57 of 14.07.2006.
The documents prepared by the Fund based on the Information Center-provided data, until otherwise proved, shall certify the insurer, the insurance agreement for Motor Third Party Liability Insurance /MTPL/or passengers’ Accident insurance, the initial and end date of coverage, the plate number and the chassis number of the motor vehicle, name and address of the motor vehicle owner or the passenger public transport carrier.
